In the cartoon, Catra's defining power (q.v. to become a cat) was granted by her visor. I don't like that. Powerful magic items are great, but a character's defining feature should be inherent to that character. Otherwise, just slap a cat visor on some peasant woman and hey, you have Catra. I want to tell a story about the character, not about a visor who happens to have some arbitrary person wearing it.
I originally had Catra as a Werepanther Etherian Totemist 6 / Warshaper 5. I don't think outright lycanthropy is the best way to model Catra. And Warshaper, though a fine class, doesn't really match Catra's powers either, but Totemist is excellent. There's no such thing as a wild shape barbarian rage variant though, probably because wild shape is just too powerful at level 1. Limiting it like rage should do the trick, and avoid all the dire werebaggage of stuff like hybrid form, racial animal hit dice, the affliction, DR/silver, or the control shape skill. (But hey, maybe Catra just never bothered with hybrid form and didn't risk biting anyone so that Bow would never figure out to use silver arrows.)
As a final side note, this build seems to make Catra illiterate.

She's "Hordak's malevolent technician" and she has prehensile hair that she can use to grapple people. Those are both pretty neat abilities but both give me a lot of trouble modeling in D&D.

A wereoctopus. Hell yes.
Octavia is a natural lycanthrope. A dire octopus has stats like a giant octopus with differences as follows:
A wereoctopus doesn't gain claw attacks or a bite attack in hybrid form; instead she gains 4 tentacle attacks. She can grapple with these tentacles, but doesn't gain Improved Grab or Constrict. The feat Ferocious Hybrid grants a lycanthrope in hybrid form the use of one special attack that her animal form posesses. This feat can be taken more than once. Each time, it must be applied to a different special attack.
